The six-star wanted level is back. After GTA 5 capped out at five, Grand Theft Auto VI restores the sixth star — and Rockstar has rebuilt what the stars actually mean.

The details come from Rockstar's preview session at Rockstar North, where co-studio head Rob Nelson walked IGN through the new police system in a live demonstration.

Crime Has to Be Witnessed First

The wanted level no longer just appears. A crime must be seen by an NPC or set off an alarm before anything happens.

Once it is reported, dispatched officers get specific information about the incident and head to that location. The scene stays marked as a hot area on your map even after you have left, with police continuing to search it until things cool down.

That single change reframes the whole system. Getting away is now partly about not being observed in the first place.

The Police Build a Description of You

This is the headline mechanic, and it is genuinely new for the series.

When you are wanted, the police can learn what you look like and what you are wearing. Both are shown as separate icons beneath your wanted level on the HUD, so you can see exactly what they know.

This is why Rockstar lets you store a spare change of clothes and weapons in your car's working trunk. Keeping a second outfit in the boot is now a legitimate tactic rather than a cosmetic flourish.

Wear a mask during the crime and remove it while escaping, and no description reaches the police at all — even if CCTV catches you.

Hollow Stars Mean They Don't Know You

There is a neat visual tell for all of this. If the police don't know what you look like, the wanted stars display as hollow outlines rather than solid white.

Hollow stars mean that leaving the area calmly, without drawing attention, should be enough to clear things. It is a quiet, readable piece of UI doing a lot of work.

Escaping Is Harder in the City

Rockstar says one star is meant to be easy to shake, while six delivers the classic high-chaos GTA getaway.

At three stars and above, escaping inside Vice City is genuinely difficult without a fast car, because the streets are tighter and traffic and crowds are denser than in GTA 5. The alternative is to bail out and flee on foot through alleys — movement, including running, jumping and climbing, has been reworked to make that viable.

Jason and Lucia can also split up to divide police attention if the report described a couple. You can send your partner away and take the heat yourself, and you will get a text once they are clear.

If either is arrested, the traditional Busted screen returns and you respawn — even if the other is still running.

Not Every Situation Has to Escalate

Some confrontations can be defused without gunfire, such as aiming at an NPC without firing to make them flee. In shootouts you can now incapacitate rather than kill: hit an arm or leg, or shoot a weapon out of someone's hand.

Rockstar's stated preference is a hit-and-run approach — in and out before the police arrive at all.
